Unfortunately Apple makes it not easy for Windows users to use the Magic Trackpad on a "normal" PC (without Mac hardware).
The Windows drivers don't install without BootCamp. Use the free Trackpad Driver Installer which does the job with a few clicks.
Even more annoying is the fact that there is no Control Panel to configure the settings of the driver options. As a result here is the Control Panel which runs independent from BootCamp on any PC and offers similar configuration options.
